The picturesque fishing town of Varenna, nestled on the shores of Italy's famous Lake Como, has introduced fines of up to €200 for tourists who wander the streets with bare chests or in swimwear. This marks the latest effort by Italian resort destinations to curb unruly visitor behavior.
In recent years, Varenna has faced immense pressure from a massive surge in tourism. Local authorities felt compelled to take drastic measures to preserve the town’s historic character and guarantee at least a basic level of peace for its permanent residents, who number only around 650 people.
Under the new regulations, walking through the town's streets shirtless or in swimwear is strictly prohibited. Such attire is now permitted exclusively on lakeside beaches or while boating on Lake Como itself.
Fines for dress code violations: Ranging from €50 to €200.
Cap on tour groups: Guided tour groups are now limited to a maximum of 25 people to prevent bottlenecks in Varenna's narrow, cobbled alleyways.
Ban on noise amplification: Tour guides are now officially prohibited from using loudspeakers and megaphones.
"Varenna is a wonderful town, and we are proud to welcome hundreds of thousands of guests from all over the world every year," Varenna Mayor Mauro Manzoni stated. "However, the quality of life of our residents cannot be sacrificed at the altar of mass tourism."
The new rules have been in effect for a few days and have received overwhelming support from the local population—particularly regarding the clothing restrictions.
"On the beach, you can do whatever you like. But when you walk around town, go into shops, restaurants, churches, or simply step out into the square, you must dress decently," a local shop owner shared during a broadcast on the Italian TV channel TGCom24.
Varenna is far from alone in its battle against the side effects of overtourism. Similar restrictions are being rolled out across Italy:
In 2022, the mayor of the resort town of Sorrento introduced hefty fines for walking around in swimwear or shirtless, calling it "widespread indecent behavior that tarnishes the town's image."
In 2023, the upscale Ligurian town of Portofino went so far as to ban selfies in specific popular areas, designating them as "no-loitering zones" to stop tourists from blocking streets for the perfect photo.
