Prince Harry is keen to visit his friends and family in the UK but feels "unsafe", Harry made the claims as part of a High Court battle for security.
The lawyers' new statements came ahead of a hearing at the Royal Court, which was scheduled after Harry, 37, filed a petition in January. The lawyer said the prince wants to bring his wife and children, Archie and 8-month-old daughter Lilibet, to visit from the US, but they cannot do it because it is too dangerous.
"It goes without saying that he does want to come back to see family and friends and to continue to support the charities that are so close to his heart.," the lawyer reported. A key argument circulated by the Home Office on Friday showed that Harry continued to insist that his personal defence should be dealt with on an individual basis because of his exceptional status.
The judge is expected to rule at a later date pending more details, including witness statements, which will remain confidential.
In a January petition, Harry claimed his family had been subjected to well-documented extremist threats and wanted to sue the British government if it did not provide additional security for him and his family (although he is already paying for his own private security team).
Harry's legal team also says he is "willing to cover the cost of security, as not to impose on the British taxpayer," and he's challenging the U.K. government's decision not to allow him to do so. That offer was declined. He remains willing to cover the cost of security so as not to burden British taxpayers.
